Korea Kicks off Formal Talks with the EU on Horizon Europe Association

The Ministry of Science and ICT (“MSIT”; Minister Lee Jong-Ho) announced that Korea and the EU decided to commence formal negotiations to associate with the Horizon Europe, the largest European research and innovation programme on the occasion of the Republic of Korea - European Union Summit, May 22, 2023.

The Horizon Europe Programme is the ninth EU Research and Innovation Framework Programme, launched in 1984. It will run for seven years from 2021 to 2027 and the total budget set for the programme is €95.5 billion (approximately KRW 130 trillion).

Since submitting the Letter of Intent in February 2022 to formally express Korea’s interest in joining Horizon Europe as an associate member, the MSIT and the DG Research and Innovation held several exploratory talks and working-level meetings to discuss key issues and share information. With the ROK-EU Summit, Korea and the EU will begin the stage of formal negotiations and open the negotiations on key issues such as the amount of financial contributions, reciprocity, and cooperation mechanism.

The MSIT Vice Minister Oh Tae-Seog said, “The ROK’s associate membership in Horizon Europe will serve as a foundation for strengthening science and technology cooperation with Europe, a science and technology leader.” He added, “The MSIT will be fully committed to the negotiations and do its utmost to maximize the participation of Korean entities and satisfy the needs of researchers.”
